* ACCOUNTABILITIES (Responsibilities)

·       Approve purchase order

·       Communicate supplier scoring internally and externally

·       Inform requisitioners that claim procedure is stopped (if necessary)

·       Investigate the market for new suppliers

·       Investigate the ways to dispose item

·       Perform supplier scoring

·       Review information about existing & potential supplier

·       Setup Purchasing and logistics strategy

·       Yearly planning and implementation scheduling 

·       Sign purchasing contract and Purchase Order (PO)

·       Supplier development

·       Validate item deactivation

·       Validate purchasing item specification form

·       Validate supplier deactivation

·       Validate supplier information form

·       Responsible for Customs clearance of import /export cargoes

·       Tracking and update management on local laws relating to import/export cargoes

·       Process ownership for purchasing and logistics in ERP

·       Safety for purchasing & logistics

·       Manage PPP process

·       To implement group purchasing policy at BU level

* KEY CUSTOMER & CHALLENGE

1) Internal & external positions contacted:

- Internal contact:

·       Report to CEO

·       Coordinate with Department Heads

·       Manage indirectly Purchasing Officer and Plant Purchaser & indirectly Warehouse Supervisor

- External contact:

·       Working with suppliers, contractors and local Authorities

2) The major problems and difficulties/challenges:

·       To ensure of purchasing and logistics budget can be controlled

·       In time delivery, competitive price and quality ensure for purchased item

·       To ensure of purchasing and other policies relating to purchasing should be followed  

* H&S ROLE AND RESPONSIBILITY

Internal:

·       Responsible to the Site Manager for BU H&S Policy and site procedures implementation and performance attainment in his/her department

Duties:

·       In liaison with Site H&S Coordinator, contribute to the definition and update of site H&S procedures

·       Ensure the application of BU H&S Policy and site safe work rules and practices in his/her department

·       Contribute to the definition of site medium and short term H&S performance objectives and the adequate resources (PIP, Budget)

·       In liaison with Site H&S Coordinator and his/her direct reports, propose his/her department's annual H&S objective(s), make sure the H&S skills of his/her personnel match the standards, define and implement adequate training plan

·       Set personal annual H&S objective(s) for his/her direct reports with the adequate means and evaluate its achievement

·       Inform his/her team of department and site H&S situation

·       In liaison with Site H&S Coordinator, organise regular H&S audits of his/her department and participate in audits of other departments

·       In liaison with Site Purchasing Officer, define the H&S criteria for contractors selection and the H&S clauses of the contracts

·       Control the application of H&S procedures by his/her department's contractors on site and ensure periodical evaluation of their behaviour

·       Participate in the investigation in case of fatality and serious accident in his/her department

·       Issue PTW for potentially dangerous operations

·       Lead investigation of all other accidents/of near misses in his/her department and publish the results

·       Lead by example

 Authority

·       Take or propose disciplinary actions against any of his/her employees who operates in an unsafe manner/ any supervisor who fails to manage H&S to the required standards

·       Propose disciplinary actions against contractors who do not comply with H&S standards

* RESOURCES SUPERVISED 

·       Headcount :  3

·       Volume: above 8 Million USD per annum

·       Target: below budget price

·       Graduate from Technical universities / Economics

·       Advanced skill for purchasing, law, technical, business /economic and English
